    Registry, Appraisal and Qualification System (RAQS)

    Please be advised the Ministry of Transportation is changing the RAQS Toll Free Line for Service Providers.

    Effective December 20, 2018, Consultants are to contact the Qualification Control Section for any inquiries regarding the Ministry’s Consultant Registry Appraisal and Qualification System (RAQS).

    The Starter Corporate Performance Ratings (CPRs) for the most recent calculation date, January 2, 2019, are as follows:
    • Construction Administration: 4.13
    • Engineering: 4.05
    • Planning : 4.44
    • Engineering (Area) Materials Testing: 3.99
    • Small Value Assignment: 3.10

    A Starter CPR is made available to RAQS-registered Engineering Service Providers with no performance appraisals approved in the last three years. The CPR is calculated on a quarterly basis, at the end of the first business day of January, April, July and October.

    Web-Based Contract Management Training Events

    MTO will be conducting in-class one day Web-Based Contract Management Service training session for the contract administration industry, focusing on CA and inspection related tasks, presented exclusively to CA administrators and field staff.

    Attendees should be proficient in both CA business processes as they relate to MTO policy and contract administration, as well as digital web-based technology, to allow for the conveyance of information learned at these sessions back to each organization.

    Sessions will last one whole day and cover an array of contract administration activities within WBCMS, both in relation to the construction contract, and the CA agreement. See link for more information and registration:

    Elimination of Quality Verification Engineer and Replacement with New Acceptance System

    New specifications have been implemented in CPS as of March 8th for use on Contracts advertised after April 1st, 2018. New Contract Administration RFP and RFQ versions have been made available for use to MTO staff as of March 15, 2018 for impacted projects. A new CAITM Amendment is now available for use as of March 15, 2018 on RAQS/MERX.

    NEW! As of February 9th, RAQS is adding a new specialty “Quality Oversight, Audit & Inspection – Prestressed Precast Concrete Production Facilities”, under the Construction Administration Grouping/Category. Please visit the Specialties Criteria link under Construction Administration for the specific criteria for this specialty. Service Providers are encouraged to prepare submissions as soon as possible. MTO will be posting an Request for Quotation for future work once there are service providers qualified under this specialty.

    Effective November 6, 2017, all invoices received by MTO will require the firm’s Canada Revenue Agency (CRA) Business Number in order to facilitate payment. Invoices that do not include the Canada Revenue Agency (CRA) Business Number will be returned.

    New Consultant Performance & Selection System (CPSS) Weights

    All Assignments using the RFP procurement process

    Assignments procured by RFP, advertised on RAQS on or after September 15, 2017 will utilize a new Consultant Performance and Selection System (CPSS) weightings.

    At the same time (on and after September 15, 2017) MTO will discontinue the use of the City of London model / Value Based Selection model.

    The new CPSS weights are:

  • For EOI/Phase 1: Technical Score = 75%, Past Performance (CPR) = 25%, and
  • For RFP/Phase 2: Technical Score = 65%, Past Performance (CPR) = 25%, Price = 10%.

    NEW Construction Administration and Inspection Task Manual (CAITM)

    All CA Proponents are reminded that the most recent edition of the CAITM and related CAITM Amendments, as available prior to the CA Assignment’s submission deadline are applicable.

    During the publishing period of the 2014 CAITM to the 2017 CAITM, the following amendments to the 2014 CAITM have been made available on RAQS/MERX:

    Amendment #1: February 19, 2016: Amendment to the 2014 CAITM Part A Section 3.4.3 Clarification and Claims.

    Amendment #2: December 14, 2016: Amendment to the 2014 CAITM Part A Section 2.1.13.

    Amendment #3: March 9, 2017: Amendments to 2014 CAITM Part A Sections 2.1.13, and Part B BIT Task 21.

    The NEW 2017 CAITM includes all most recent CAITM related amendments.

    This means that if your CA Assignment closed during the period specified below:

    CAITM and Amendment version

    The amendments to 2014 CAITM Part A Sections 2.1.13, and Part B BIT Task 21 may also be applicable for your contract when indicated by the Ministry of Transportation (MTO).

    Accessibility Standards for Customer Service (ASCS) Training Requirements

    The Province of Ontario’s accessibility legislation requires ministries to adhere to the Accessibility Standards for Customer Service (ASCS) regulated under the Accessibility for Ontarians with Disabilities Act (AODA), 2005.

    In order to comply with the AODA accessible customer service training requirements (O. Reg. 429/07, [s. 6]) the Ministry of Transportation shall require that the “Supplier” provide to every employee, agent or volunteer or other persons associated with the “Supplier” who deals with members of the public or other third parties on behalf of the Ministry of Transportation training about provision of goods or services to persons with disabilities.

    The “Supplier” shall keep records of the abovementioned training, including the dates on which the training is provided and the number of individuals to whom it is provided, and shall provide documentation of the training to the Ministry of Transportation on request.

    These training requirements can be fulfilled by completing the e-Learning course Serve-Ability: Transforming Ontario's Customer Service. Additional information and resources are provided in the attached document.
